Kalman & Company, Inc. is seeking a Program Analyst in support of the JPEO office in Aberdeen Proving Ground, MD. The successful candidate will be responsible for assisting in planning, developing, and executing new requirements, projects, procedures, and guidelines while developing long-range plans to realize the strategic goals of the JPEO.
– Maintaining awareness of program execution and milestones, as well as their strategic impact
– Considering affordability, technology maturity, and responsiveness to assist in the formulation of broad, time-phased operational goals and initial capabilities
– Facilitating milestone planning by preparing, reviewing, and updating technical briefing materials, documentation, and program schedules; and developing and implementing technical and programmatic plans and measures to track programs
– Applying relevant skills to review, analyze, and evaluate program development, status/progress, and performance (i.e., acquisition strategies and documentation, acquisition phases and decision levels, and timing and scope of decision reviews), and make recommendations for tailoring an acquisition approach which best fits program conditions
– Reviewing and assessing technical, cost, and schedule data and work with Government staff to identify shortfalls and potential corrective actions
– Assisting in identifying, assessing, developing, and mitigating program risk
– Working at a senior level to stimulate customer alliances for portfolio, program, and project support, maintaining personal and organizational interactions to enhance stakeholder relations and actively promote rapport with customers
– Drafting, reviewing, staffing, filing, and updating a variety of documents, to include acquisition documentation, memorandums, information and issue papers, briefings, executive summaries, milestone review packages, e-mails, and meeting minutes.
– Maintaining a list of required documents for assigned programs with corresponding projected need dates Leading an IPT and/or participate and provide input to program functional IPTs, IPRs, milestone decisions, and required program updates
– Coordinating both internal and external conferences, meetings, and reviews for relevant stakeholders, ensuring that locations, phone, and video teleconference lines are properly booked for use
– Providing input to acquisition documentation in support of program milestone decisions and IPRs
– Ability to develop and update top-level briefings for public presentation to be utilized at various conferences and events
– Assisting in the review, preparation, and submission of responses to formal taskers related to acquisition and program office operations
– Developing trend analyses and provide strategic guidance and recommendations to senior staff
– Creating a schedule baseline that incorporates major functional area (i.e., business, systems engineering, logistics, production, and operations) activities
– Leading the IMS Working-level IPT, collecting monthly schedule execution status reports from all program performers and providing updates to the Product Director in support of PMRs
– Assisting with analysis of individual schedule variances and determine the IMS execution status of the overall program
– Providing support to product management teams and the Government lead in the areas of acquisition and risk management, Technology Readiness Assessments (TRAs), developmental testing, operational testing, and other testing
– Reviewing program documentation and technical reports, conduct assessments, and communicate issues regarding product development, storage, and sustainment
– Developing, implementing, and monitoring information security policies, instructions, procedures, and control systems for activities involving clearance/classification authority and guides
– Implementing and monitoring training programs regarding physical, information, and operational security
– Developing, implementing, and monitoring policies, instructions, procedures, control systems, and methods for various office functions
– Providing information on new developments and advances in security processes, methods, and application, to include resolution of unique, time sensitive issues and implementation of new techniques, requirements, and systems
– Bachelor’s degree in Systems Management, Business Management, or a related discipline, as well as eight (8) years of general experience and five (5) years of relevant experience OR Associate’s degree in Systems Management, Business Management, or a related discipline, as well as ten (10) years of general experience and seven (7) years of relevant experience
– Ability to obtain and maintain a Secret Security Clearance
– Experience in project management, engineering management, DoD acquisition, or another related subject of comparable complexity and responsibility
– Working knowledge of, and be fully conversant with, the acquisition processes and policies as outlined in the – DoDI 5000.02, relating it to product development, production, and sustainment
– Ability to influence and shape acquisition streamlining
– Capability to lead projects or tasks which involve tracking risk and providing constant status or process oversight
– Knowledge of DoD acquisition and life cycle management policies, procedures, and practice
– Ability to write, review, and staff high-level staff action papers, studies, policies, and acquisition documents
– Ability to independently manage, synchronize, and track multiple, complex, and cross-functional actions
– Ability to communicate effectively, both orally and in writing, among a variety of audiences
– Comprehensive knowledge of the Microsoft Office suite of software, with specific experience in effective use of Outlook, PowerPoint, Excel, and Word
– Experience achieving results by leveraging existing relationships and facilitating new relationships with policy makers and shapers at the highest Government, military, and civilian levels
– Experience coordinating with multiple DoD agencies and establishing collaborative working groups with senior management from NORTHCOM, North American Aerospace Defense Command (NORAD), and the Services to discuss initiatives beneficial to the mission of the organization
– Experience using Monte Carlo simulation to develop program schedules that determine likely start and completion dates of critical activities and milestones within a range of statistical confidence
– Experience with policies, plans, and procedures for emergency management operations
