The current maritime shore maintenance IT toolset of systems and applications was designed as individual stove-piped solutions, and is no longer reliable, supportable, affordable and maintainable, or designed to support the capabilities provided by a Net-Centric enterprise environment. Furthermore, decades of uncoordinated development of logistics IT products among the Maritime Shore Maintenance community has led to non-uniform business processes and duplication of system and application functionality.  SPAWAR required support in developing a clear vision and strategy to modernize its IT toolset.


Kalman supported an Analysis of Alternatives (AoA) to inform the way forward for the SPAWAR.  Kalman’s analysts developed Life Cycle Cost Estimates (LCCEs) and financial metrics for a number of alternative approaches to meet the Navy’s Shore Maritime Maintenance toolset requirement.  The cost analysis challenged technical approaches and assessed the affordability of all approaches.  To determine the economic viability of each alternative, the Kalman Team built financial metrics including Net Present Value, Return on Investment, Benefit/Cost Ratio, and Break-even Point. The model also aggregated key differentiators from a technical, schedule, and cost viewpoint in an easily consumed format for senior leaders. This format identified the cost driver levers for stakeholders to assess and challenge assumptions for a more accurate analysis.


The comprehensive analysis conducted by Kalman was integral to influencing the decision on the way forward for Shore Maritime Maintenance capabilities and impacting ship availability/readiness, a top priority for the Navy’s strategic vision. The analysis was vital to the Navy’s mission as shore maintenance activities execute billions of dollars of work annually with a workforce of over 50,000 people. Additionally, our analysts were recognized by the International Cost Estimating and Analysis Association (ICEAA) with the 2017 Team Achievement of the Year Award. The Team Achievement award is the highest presented by the association, awarded based on demonstrating outstanding accomplishment within the field of cost estimating for successful management of the multi-year project.
